Yes I also can see the folder under the root folder but not under the tmp folder.

Limesurvey search the folder under the tmp folder:
mydomain/tmp/styles-public/bootstrap-for-template-editor.css 404 not found
mydomain/tmp/scripts/bootstrap-for-template-editor.js 404 not found

OK, I tried again with debug = 0, and now I get the same error in Javascript console as you do (404 for two files), _but_ the template editor still works as expected, that is, I can edit different files.

debug = 2 not showing any error. If I choose flat_and_modern.css it still shows me the startpage.pstpl in the editor section.

Server: Linux - Ubuntu 12.04.5 LTS
Database: MySQL
PHP: 5.3.10

Last resort: Update to PHP 5.5. We've had random problems with 5.3.x.

Minimu is set to 5.3.3, i think there are a good reason for this (and not really random issue )

With the LS version 2.50+ and 160418 then the CSS problem is solved (with a minimum PHP requirement as you said Denis)
With this version we have access to the CSS files
BUT the old models (from 160412 for ex) don't work. We have to create new models based on the "standard models" (defaut, etc.) this is a pity for versions so close to one another (160412 and 160418)
