From LimeSurvey Manual

在 全局设置 中的设置会覆盖所有其他的调查设置。然而，如果超级管理员选择显示 "拒答" 选项, 那么本地的调查字段显示 "拒答" 将变成不可选。对 "关闭" 选项的操作也是一样。要使调查管理员能够自由选择，超级管理员就要在全局设置中为显示"拒答" 选项选择"可选" 。
