From LimeSurvey Manual

There are six options on the top toolbar. The one you just read about is Text elements. The other five are: General settings, Presentation & navigation, Publication & access control, Notification & data management, and Participant settings (also known as Tokens). Clicking each will display more advanced menus. You can use them to enhance your survey. The survey can also be enhanced later from its settings once it is created, so selecting enhancements here is not required.
