From LimeSurvey Manual

As of version 4.x, when using HTML format a WYSIWYG editor will be available to edit email templates.

This settings is used for basic and detailed admin notifications email too.
  Attention : When you switch on or off this feature, you'll have to double check that your email templates are still displayed as you want.
