Accounts that are created automatically at first login, for example by the LDAP or the webserver authentication plugin, are owned by the initial administrator (user ID 1). Other users with the global Users permissions do not own these accounts and can therefore at most view them. Only a user with the Superadministrator permission can edit these accounts, change their permissions, or delete them.
