What do you mean with "you dumped all database and import to new"?
And what is the new version?
First of all, setup the new database with the old database dump. Then install the new Limesurvey installation using this copy of the old database.

There are database differences. You will need to follow the normal upgrading process -

You shouldn't have. At least not if you wanted to use the old database as a base. Either you just update the current installation from LS3 to LS5, or you make a copy of the database from LS3 and use this as a base to install LS5 into. As I said above.

Import the copy of the old database BEFORE you install the new version and use the copy of the old database to install the new version. It should work out fine. But Tpartners link should it explain it pretty well.

Sorry, I don't understand what you are doing.
To use your surveys from your old LS3 installation in a new LS 5 installation you need to do the following steps:
1. Export a copy of the limesurvey database from LS 3.
2. create a new database based on this copy
3. Install LS5
4. When asked for the database, use the one you have created from a copy of LS3
Afaik you can't import a different database into a Limesurvey installation that has already been installed with a database.

1-) new server i installed 3 and i import database of 3(old database)
2-)i copy paste of files just like at link explaination.
there arent any problem.
but i cant export database from 5 with phpmyadmin but ican do that command line with mysqldump command and i can do that with navicat which is a database program.
i am asking why cant i do with 5. i could have export with 3
is it clear ?
ps : ohh is that mean i should install old database of 3 after i installed (copy paste) 5 version ?

Sorry, I don't understand what you are doing. You are jumping around from here to there.
It is not clear to me what your problem is and which steps you are doing.
