Hi- If it werent for the bug#13667 reported in bug report, I would not have tested this out-low priority.
But since I am still new in creating surveys, I decided to test out this functionality.

My Findings: The fix " bugs.limesurvey.org/plugin.php?page=Source/view&id=27374 " did not work for my installation of LS390 using Chrome, IE11- Windows2012,Apache,MS SQL Server2014.

Log in to LS as a User:
The tutorial does not start. It goes thru 2 screens 'Start the tour' & 'Welcome to LimeSurvey tour'. Clicking next does nothing as it stays at the 'This is the LimeSurvey admin interface. Start to build your survey from here' landing page screen.
Same affect when choosing 'Tutorials>>Beginner tour' drop down option.

Log in to LS as an Admin:
Both options works ONLY when I log in as an Admin.

Has anyone else experience this issue-either before or after the fix??

Yes- The Non-Admin User 'JK', is granted Create survey permission, But still cannot start the Beginner Tour.
I have tested this TestCase out in Chrome, Firefox, & IE11- all with the same result.

Any help/pointers with be appreciated, cause when we are finally able to migrate from LS206 to 3x (in PROD grade) the existing LS users will want to use the 'Beginner Tour' as 3.x has a new interface.

I'm now at latest LS Version 3.12.1+180616. & the tutorial is still not working for Non-Admin Users.

If other LS users are also experiencing this, pls let LS Bug team know to bump here & at bugs.limesurvey.org/view.php?id=13667

I have today, created a survey as a Non-Admin user 'J98007' with create survey permission. The SurveyID#112597: BeginnerTour(Tutorial)NotWorkingForNon-AdminUsersWith_CreateSurveyPermissions.

However when signed on as 'J98007', this user is not able to launch the BeginnerTour Tutorial, even though user 'J98007' can & did create a survey. Check this out or create ur own to reproduce.

This issue has been adressed in version 3 BUT be sure to enable the "Create survey" in "Home page settings" for user group "Everybody" or a group where the user is in (source : bugs.limesurvey.org/view.php?id=13552 )
