Could not reliably reproduce so we can close the topic. Did a fresh install Limesurvey on Xampp/Win10 and no problem. I suspect that on my current laptop with Win8.1 that the access rights to the folders/files play a role. Thanks for having looked at this but there is no point spending more time. Cheers.
