Please help us help you and fill where relevant:
Your LimeSurvey version: Version 3.15.1+181017
Own server or LimeSurvey hosting: Own
Survey theme/template: vanilla
==================
I haven't used LimeSurvey for a while, so I'm not sure if I'm just not remembering how to do it correctly or if there's an actual issue.

I'm doing a simple one question survey with List (radio) for answers.

When I save and close after creating my question, the "Edit answer options" appears in the bar. When I click that I get a page that has "English (base language), and then a whole lot of blank space. I'm not seeing anything to click on to create answers, and because it's been so long since I used it I don't even remember what I'm looking for.

Any help is appreciated!

There were some versions where the edit answer options didn't show. Can't remember which versions this concerned.

But like Denis says: It does not make sense to try to troubleshoot an installation that is completely out of date. If it is a bug in that version, it probably has been fixed a long time ago.

Version 3.15.1+181017

Your version was released on 17/10/2018, so it is now 4,5 years old and hasn't received any bug fixes, security patches or updates in general. I think it is time for an update to the latest version of LS3 at least. Then you can check if the error persists and we will try to figure out why.

Because this definitely doesn't happen normally in recent versions of LS3.

Thanks! I've never updated simply because I only use it twice a year for this one thing and it's always worked up til now.

Will give that a try.

If you have used it before and it worked, then there must have been some change in the server environment, etc. Because Limesurvey can't be the problem, as you didn't change anything (no updates).

But using it very little isn't a good excuse for not updating. You should still keep the software up to date.
