Setting up a quota for a representative design

I would like to know whether I am setting up a quota properly to achieve a representative design.

I have five stakeholder roles: (a) executive management, (b) business unit representatives, (c) user community, (d) ICT specialists, and (e) security specialists, which are cross-classified with the participant’s DoD affiliation (f) military and (g) civilian. This results in 5x2=10 potential combinations. The goal is to select three participants from each of these combinations for a total of 30 participants. For example 3 (af), 3 (ag), 3 (bf), 3 (bg) and so on.  

I will use a 'List (Radio)' question type to ask the participant their role with the 10 combinations as the choices. Am I to create 10 separate quota boxes with a max of 3 participants?
