At /limesurvey/application/config/config.php set the "debug" value at the end of the script from 0 to 1. This should cause the system to not load old, cached CSS files.

So you post a question on the forum about 6h ago and then 2h later you report it to the moderator because there hasn't been any answer yet? This is quite demanding, don't you think?
This forum is providing support free of charge and is run by voluntaries. These people do not get paid and still help others out, and usually in a timely manner. However, there is no right for an answer and there is even less right for a quick answer. There is no need to report the thread to a moderator if there is no answer, not even after 1 week. This simply means that no one could or wanted to answer your question.
So because of this demanding attitude I am rather inclined not to answer at all. But as it seems to be your first post I will assume that this was a beginners mistake and I will try to give some assistance.
I don't think that adminthemes are supposed to be in the upload folder. At least this was not the case in previous version. It might have changed recently, so maybe someone else can skip in on this and check if I am right.

In /application/config/config.php, set "debug" to 1. This will bypass the assets management system.
