Selecting Participant Before Survey Taking

I am trying to create a non-anonymous survey where the user would select a "person" before starting.
I know that you can send tokens to participant, but I was wondering whether it is possible to not use that feature, and simply select the participant from the central participant before taking the survey?

You talk about a "user", a "person", a "participant".
Who is who, and who does what?

User and Person is referring to the same group of individuals. I guess they are the people that facilitates the survey process.

I guess you can think it this way. Only the users being the one taking the survey. After the user login, they select the survey. on the first page of the survey, they select a person from the central participant database, and then they complete the survey. if possible, I also want to be able to go back the beginning of the survey, where the user selects from the central participant database.

I hope this make sense.
