Can a non-admin user administer a survey assigned to him?

Hello Folks,

After digging around and not finding a solution in my installation of LimeSurvey (Version 2.50+ Build 160620), I am posting my question here:

Is it possible to have a non-admin user who can just see surveys assigned to him and is able to add participants to that survey with a token to take the survey and send email invite?

As a test, I created a non-admin user and through the 'Survey Properties' gave access to a particular survey. I also gave this user full access to add participants to this survey. However, this non-admin user is not able to send email invite to the participant to take the survey.

If it's possible, please provide the step that I missed to achieve this. Thanks in advance for your help.

is the super-admin able to send emails? Just to rule general problems with sending emails are ruled out. What happens when he/she tries to send emails?

I answer at the LimeSurvey forum in my spare time, I'm not a LimeSurvey GmbH employee.
