survey to citizen was created by simonetravaglini
Hello,
our city want make survey to citizen.
We want give 2 possibility:
1 - fill answer online
2 - fill answer on paper and give us back paper

I'm asking if is it possible to manage this situation with limesurvey.
It should works as follow:
1. we send survey to all citizen, every survey have an unique ID. With this id they can access to survey online and fill the survey. The same ID can fill only one survey
2 . if citizen prefer could fill on paper and send us back. We will insert manually (or via scan system) survey, also in this case survey have to be related to a unique ID

thanks for helping!

Hi, simonetravaglini,

what exactly is your question?
LS is a system to collect data. So, of course you can manage the online part with Limesurvey.

The paper-pencil part is something different.
Of course somebody can type the paper-pencil questionnaires data into the original online survey.
Advantage: No doubles.
But this is very slow. The online survey will have an appealing look and feel and will not be adapted to enter mass data quickly.
So you will type the data with a different system, or even use a scan system.
You even can create a different survey in LS which is adapted to enter mass data.
We do this here entering all data as numeric (if there are no text questions), only having to use the digits (right hand) and the TAB-key (left hand).

Anyway, you will get two datasets which you insert into your analysis software.
You can not avoid people to fill the survey online AND send back the paper-pencil questionnaire.
But this point (removing duplicates) is easily done by your analysis software.

Best regards
Joffm

Adding to Joffm answer:

We sometimes even use the online survey to do data entry. It might be slower, but even less experienced people can do data entry. But an experienced team for data entry will definitely appreciate a different approach, especial when you make double entries (type each questionnaire twice and analyze if there are any differences between) for quality control.

Now you could look into the quexs suite. There is an option to create offline questionnaires that can be scanned later (based on LS).
