Hello everyone,
is there a way do disable and/or edit the index page that lists all public surveys? I assume it needs to be manually edited since I can't find a way to do so through the admin interface.

You will need to adapt it in the default template.

Where would I find the directories/files of said template? I don't mind searching through the code to find it, just need a general direction.

In the template manager, copy one of the core templates and edit surveylist.pstpl.

It seems I am missing something. I do not see any survelist.pstpl among the files, does it need to be added manually?

What version are you using?
If you change the "Screen" setting to "Survey list page", you should see it.

I wonder: is it possible to edit the index page so that it always uses a specific template instead of the default one? I want to customize it a lot but since the startpage.pstpl is also connected to the regular survey design, it is probably easier to make a template specifically for the index page.

The index page will be shown with whatever template you select as "Default template" in Configuration --> Global settings --> General.
This does not necessarily need to be the template used for surveys.

I know, I just wondered if the index page could be adjusted to not use the default template but a specific one instead, so that you wouldn't need to change the template of new surveys all the time. As a way to save users a few clicks, so to speak.

In my opinion the index page should not be part of the survey template, but part of the admin template. But I guess this comes from the time when there were no admin templates and the only way to modify the design without hacking the core was to include the index page into the default survey template.
And I guess there is no way at the moment to NOT use the default template.
