In some posts there are already claims made about what LS4 will have.
There is still need to verfiy these claims. I list them to stimulate discussion
LS4 will have a new HTML-Editor.
LS4 will offer the Twig-Templateengine for E-Mails.
LS4 will have a normalized datastructure (no more table limit issues)
LS4 will offer real objects (ORM access style) instead of the aSurveyInfo.
LS4 will provide retro-compatibility with LS3 themes.
LS4 will have a RBAC permission system.
What version of Yii and Bootstrap will be used?

What we do know about LS4:
LS4 will include the first pilot version of LimeStore, being able to buy plugin zip files from limesurvey.org and install them in LimeSurvey.
LS4 will include academic features. Ping Louis or Fredrik Funke for further details.
Our goal is to release a stable version mid-December, but as usual delays can happen.
LS4 might include a new component system, as an alternative to plugins.

"LS4 will offer the Twig-Templateengine for E-Mails" : yes. If we have time in 4.0, else in 4.x, knowing that we'll keep the current keywords also (they will be removed in LS 5)
" LS4 will have a normalized datastructure (no more table limit issues)": for languages, yes. For survey itself, no.
" LS4 will offer real objects (ORM access style) instead of the aSurveyInfo.": for the sake of survey theme retrocompatibility, aSurveyInfo will be here, but yes, we'll add the access to the main data model objects

Well, the collected statements are from forum posts by LimeSurvey devs over time.
I count many "No".
I won't "ping" people about features.
I opened that thread to collect infos about LS4 and I left the first post free to let you add the valid infos there.
Currently I wonder why LS4 is not called LS3.X? The store seems to be the biggest change.

Change in the DB structure for language + upload question theme (in ls3 it was only core, and for advanced users) + component system + shop
