LDAP Plugin Not Working

Hi Guys,
I am trying to use the LDAP plugin to allow for authentication via Active Directory.
I properly followed the documentation and properly setup all of the LDAP configuration via the web UI (and enabled LDAP in PHP.ini), now I get a weird error:
"Can't contact LDAP server".
LimeSurvey is currently operating on a local windows server.
I installed Wireshark on the server that is running the application, and there is no network traffic, therefore LimeSurvey did not even try to contact the LDAP server. There is no errors in the log files or anything, even with extensive logging enabled.
Any tips here would be great.

Have you figured it out? How can we debug this? I installed a fresh installation enabled the ldap plugin configured it but I get the "Can't contact LDAP server" error. LDAP is enbled in PHPinfo and I used tcpdump to monitor data to my ldap server but nothing shows up!!
