I need to reference an answer from a previous survey and set the current survey answers to the same value. is this possible?

This isn't possible. For security reasons one can't refer to answers of a different survey or even a different data set at the same survey.
The only way to achieve this would be to code an Ajax call to query the database directly for that information. Additionally you need to "port" that answer into the current survey and mark the related option using JavaScript.

Thank you Maxi - I am looking to avoid re-asking questions that have been answered in previous surveys.
or ask something like
"You entered/selected this previously, is this correct?"
Is there a preferred method, for this type of questions where the answer is in a previous survey?

If there are only a dozen participants, you can also manually port the old answers into additional token attributes if you are using tokens and then refer to those values via placeholders.

Well, I don't think the problem would be the number of participants, but rather the number of questions you would like to include into this.
If it is only a few questions, you can export those questions and include them into the token table of the next survey.
