After searching all possible areas, and going through manual and bugs I was still unable to understand why any user can access "Survey Groups" and edit any of the details for these groups.
Shouldn't there be a permission setting to disallow anyone other than owners of the said group or super admins from making changes or even viewing the groups.

You might add a feature request or submit a bug report.
Till LimeSurvey isn't support a complete RBAC

I wouldn't be surprised to see areas without any permission set.
Many LimeSurvey installations have only one or two users. So don't be surprised to be the first to ask about more granular permissions.
