First screenshot show a partial list of existing surveys (redacted some words)
Second shows the available groups
Third show attempt to change group of existing survey
The drop down is not populated with my existing groups and typing in a group name results in "no results found"

FOUND IT
after you create the group you ALSO have to "edit" it and add an additional title. While not marked as "required" it actually is required to be useful.

If not, you have "empty" entries in the group list.

It would be helpful if the "title" were a required field.
Thanks for the assistance. While not "folders" this solves my problem because I can sort by group.
