1. Which LimeSurvey version?
In your subquestion or answer options editor you see
Save your answer options to a label set by "Save as label set"
Later you can retrieve it by "Predefined label set".
Sometimes it's faster just to copy the question.
Or what was your question?

You cannot apply a label set to multiple questions at the same time.
Note also that changing an existing label set will not change the answers in questions where the label set was previously applied.

I am sure there is, you can make a feature request. However, chances that it gets added to Limesurvey any time soon is pretty small I think. I am not aware of any feature request lately, that has been added to Limesurvey.
Now if you are willing to sponsor such a feature (or plugin), things are probably a lot quicker. You could always try to find a Limesurvey partner to develop such a solution for you. I have no idea what something like this would cost though.
