Randomize groups: 25% fills in group 1, 25% fills in group 2, etc

Hello,

I'm making a stated choice experiment and I want to make some blocks for the respondents, otherwise the survey will be too big. So the respondents will not answer all questions.

I will make 4 question groups. I want that each respondent answers one of these groups.
But I want that 25% fills in group 1, 25% fills in group 2, 25% fills in group 3 and 25% fills in group 4.
Is this possible?
