I am only able to export some survey results line by line rather than all at once and also, sometimes newly added questions do not appear within the survey 'Structure' tab. i am using the LimeSurvey Version 3.14.5+180815

Check if you can reproduce the issue via demo.limesurvey.org.
The current version of LimeSurvey is 3.15.1+181017.
So two months of changes and bugfixes between your version and the one available.
Updating your version might be the first step to get a working version of LimeSurvey.
