IS IT POSSIBLE TO DISPLAY INQUIRY ONLY FOR A USER WHO HAS PERMISSION TO THE SAME QUESTIONNAIRE?
I GIVE PERMISSION TO AN ADMINISTRATOR, BUT THE LIST SHOWS ALL THE QUESTIONNAIRES, ALEM OF THE QUESTIONNAIRE THAT IS PERMISSION

I still don't get the question.
What is meant by "display inquiry"?
LimeSurvey is lacking a rolebased permission system.
To have more than two levels (Admin and user) is not really possible.

You can create survey admins, give them no global permissions and then give them permissions in individual surveys. This way they will only see the surveys that they have been assigned to.

Surveys: Gives access to all surveys. To allow a user to only create and manage their own survey, give the user the 'create' permission. A creator of a survey is the owner of the survey and will always be able to manage it. Remember that each survey can grant different permissions .
