There is currently no feature for reorganizing files implemented.
You might open a feature request and describe how you want it to look and feel like.
To me it sounds like all answers and uploads should be offered via a date/file manager, which would allow to reorganize and regroups responses and uploads.

there's no way to tell who uploaded which.

In my opinion there is.
In the zip file the original filename is has a prefix of [answerID].
So you are able to merge.
