Godaddy Install - No input file specified. - No config.php file to fix

Installed to Godaddy. Made it through the Instal process and when I wend to finish install by changing user name and password (also did fresh install and left default) I get redirected to:

www.mysite.com/survey/ index.php/admin

with an error of

No input file specified.

Every post that I can find with the same issue says to go to /application/config/config.php and replace 'urlFormat' => 'path', with 'urlFormat' => 'get', however there is no config.php, there is no 'urlFormat' => 'path', except in config-sample-mysql.php and it is already set to 'get'.

Can anyone offer some advice. If I left any information out please let me know.
