I am getting an error message like this,

Can't connect to LimeSurvey database. Reason: Access denied for user 'samec'@'localhost' (using password: YES)
The administrator has disabled public write access.

I suppose it's a new installation...Is it really a local one ('localhost') ?

Check your config.php file...
You probably have indicated something wrong (in minimum) at 1 of those following lines:

$databasetype =

$databaselocation =
$databasename =
$databaseuser =
$databasepass =

// File Locations
$rooturl =

This is not a Limesurvey issue but a DB rights issue. The user you have specified at the config.php file seems to have insufficient rights.
