in the past there was a one click solution for a local installation of limesurvey for development purposes (e.g. xampplite171_Limesurvey191plus.exe). This is not provided any more, right? Why? It was helpfull in teaching classes.

Correct, no longer offered. I can understand that this kind of bundle is no longer offered. It's a lot of work and is raising additional questions in the LimeSurvey forum which are totally unrelated to LimeSurvey. And sometimes confusion was added by offering a local hosting package as well. People complained why the survey were not reachable by other via Internet etc. I have never seen an official statement why the Xampp packages were removed.
