In that case, startpage.pstpl does not exist as themes are now using Twig files.

- manual.limesurvey.org/New_Template_System_in_LS3.x

I suspect you will need to look in head.twig and/or layout_global.twig.

After extending a theme, you can upload/select a logo in the theme options screen.
