I may be missing some fundamental understanding here, but what exactly is a boilerplate question and how would I use it? It's not listed in the drop-down list of question types when I create a survey, but it is listed in the full list of question classes .

A boilerplate question isn't actually a real question, it is a simple display of text. Therefore in the newer versions it is called "text display" or something.
