Yes, correct.
But why does that change anything to the feature request to disable just the cache via config.INI OR GUI?

In other words: debug=1 is not the same as assetcache=0.
Debugging is not the same as deactivating a feature.

There seems to be a user type, which wants the following.
Wants to modify files via FTP.
Wants cache disabled.
Don't want to use debug or click the asset clear cache button.

There are reasons to not implement such feature (Power user vs. SaaS user).
It's up to the theme developers. The typical SaaS user might not hire a theme developer or buy a theme at all.

I agree with your feature request, but in the meantime, see my post on exactly how to do that with <last_update>.

Tony, I didn't want to neglect your clever workaround. I'm currently not doing theme modifications. So, it isn't really my feature request.

But I'm getting the impression, that the "gap" between developers, users and power-users is widening with every release of LS. The mission to please everyone looks like an impossible mission.
An opensource project cannot align the roadmap along the paying customers like commercial projects can do. So you need to communicate what kind of users should be dominant and align the features around them. Or keep drowning in feature requests and implement them via a low hanging fruits concept.

If you need a deactivate asset system it must be by theme not globallly.

For question theme developer : debug => 2 still can be used since question theme is young and LS can have issue (and this issue must be fixed).

That is exactly the kind of feature we really need for proper theme development! Do we already have a feature request for this?
