suppose user is doing question 17, once they back to the survey, LS will lead user to the question 17?

Please try to read up on questions before asking them. This is one you could have figured out yourself...

Please read:

manual.limesurvey.org/Creating_a_new_survey#Tokens
--> Enable token-based response persistence

If you don't use this function, e.g in an anonymous survey (where it is not available), the participant will begin a new survey. The old results will make an "incomplete" response in your data.

The option in your screenshot only works if the person klicks on "resume later", but not if the internet connection is lost for a longer time or the cookie became invalid (e.g. after waiting for too long).

In anonymous surveys, it is not possible to continue a survey as there is no way to know if the same user is taking the survey - that is what the information in the cookie is for.
