Can't access survey or look at groups or questions

I was doing quite well setting up the survey, however now I cannot look at the survey, or the groups or questions, I get the following error message :

A file permissions error has occurred. Please check the permissions on the script and the directory it is in and try again.

I don't know how to resolve this, Help Please!

1. Which Limesurvey version do you use?

2. Can you import surveys/templates?

3. Check if the /tmp and /upload/* folder is writable.

Thanks for reply.

1. Using 1.91 quick install by pressing a button on the server. I wanted to upgrade but the comfortupgrade doesn't work, I sent you another message about that.

2. I've exported a survey and then tried to import it, and got the error message :

Success
File upload succeeded.

Reading file..
Error
Import failed. You specified an invalid file type.

3. I don't know how to check whether the tmp folder is writable, the permission is 711

please set permissions for the /tmp folder to 755 or to 777 if the first setting doesn't work.

You seems to use a not LimeSUrvey method to install LimeSurvey.

Maybe it's a problem with this installation.

Thanks for reply, I've changed the permission to 755 and then 777 but no difference.
When I try to do the comfortupdate the message is now:

Error : PCLZIP_ERR_BAD_FORMAT (-10) : Unable to find End of Central Dir Record signature

I also wondered if it was a problem with the installation and whether I should reload everything
