Cannot redeclare class limesurvey_lang

Hello community

After lurking about 4 hours on my site and the web, I cannot find solution to this:
I have created a survey, a group of questions and a question within.
But now, when I hit the "Test this Item" or the "Survey URL" or "Preview Question Group" I get this error:

Fatal error: Cannot redeclare class limesurvey_lang in E:\INETPUB\vhosts\w-i-o.eu\httpdocs\limesurvey\classes\core\language.php on line 29

Another error I get (which I guess is related) is that when I click on "Preview Question" button, I get:

Fatal error: Cannot redeclare getsessionuserrights() (previously declared in E:\INETPUB\vhosts\w-i-o.eu\httpdocs\limesurvey\admin\sessioncontrol.php:219) in E:\inetpub\vhosts\w-i-o.eu\httpdocs\limesurvey\admin\sessioncontrol.php on line 265

So both are "redeclare" issues...

I have checked all installation procedures, given permissions to the tmp and upload folders. I have also seen this thread:

but the proposed solution does not do any effect.

What else do you suggest me to do?

LimeSurvey Version: 1.91 build 11163
Php Version: 5.2.13
OS: Windows 2008
Webserver: IIS7

You can test if this is fixed at the latest version by testing our online Demo at Demo.limesurvey.org/admin (external link) which always runs the latest Limesurvey version.
Username: admin
Password: test
If you can reproduce the problem there please report back.

Also try to re-upload all files in binary mode, maybe a file was broken during upload.

I cannot reproduce the error on the Demo site.
I will upload again all the files.
I will let you know how it goes.

Hi
I did a fresh installation again, uploading files in binary mode.
However, I am having the same error:

Fatal error: Cannot redeclare class limesurvey_lang in E:\inetpub\vhosts\w-i-o.eu\httpdocs\limesurvey\classes\core\language.php on line 29

Has it got anything to do with permissions?
(Albeit I already gave read & write to IUSR on tmp and upload...)

Build is 11163, the latest.

1. What did you set as $rooturl in config.php?

2. What did you set as $rootdir in config.php?

3. Please switch on debug mode by adding the following line to your config.php file:
$debug = '1';

Are there any additional errors reported on top of the page?

4. Please upload a phpinfo file so we can take a look at your server configuration. Just put the following code into a file named phpinfo.php and upload it to your webserver:
< ?php phpinfo(); ? >
(Delete the spaces next to </> when copying the code.)
After uploading please post the link to the file.
