I had the same issue before and was able to solve it (quite inelegantly) with the old survey logic.

We have as follows:

Q1; What county you live in?

1; County 1
.....
n; County n

Q2; What town/city do you live in <show only cities within the chosen county>

1; city 1
....
n; city n

If there is an elegant way to solve this it might be good to create a workaround or even a mask question. This would be quite a powerful type of question and only few survey engines have it.

You can use text inputs with the jQuery autocomplete workaround. The data source for the autocomplete list(s) could be defined depending on the previous answers.
