There is a technical limit for everything, but many limits are related to the software and hardware stack, LimeSurvey is running on.
When you write "on LimeSurvey" it can be a selfhosted LimeSurvey or an LimeSurvey Pro SaaS installation.
There is also a difference between the task of logging in and doing things once you're logged in as user.
1000 users are logged in, but not 1000 users are clicking something inside LimeSurvey at the same time.
The exact limit for user sessions will be hard to specify upfront on any stack. The software LimeSurvey has no "artificial" user session limit. If a lot of users are logged in, you might see longer delays in tasks. But that depends on the software/hardware stack below LimeSurvey.
