Should the config option userideditable work in LS 2?

Should the config option userideditable work in LS 2? was created by blocka
I've added this to my config file:

'debug'=>0,
'debugsql'=>0, // Set this to 1 to enanble sql logging, only active when debug = 2
'userideditable' => 'Y',

But when I login even as superadmin, and I edit a user account, the username field is still set to disabled.

Should this config option work in LS 2.73.1, build 171220?

It's on manual ?
In config-default ?

If yes : i think it must be reported as bug.
Assistance on LimeSurvey forum and LimeSurvey core development are on my free time.

It is indeed an option in the config.php
Code:
$config['userideditable']     =  'N';               // Allow editing of user IDs

For both LS2 and LS3

I shall log it as a bug.
