I am reading responses from limesurvey and exporting them to my local DB where i use them. Now, can i delete the response on limesurvey using RPC?

Not as far as I know. Currently I would do that afterwards in the reporting program. But I am sure that the development team would welcome a well written extension to the API.

I was wondering than what happens when a participant is deleted from a survey? Are the survey answers filled by this user also deleted?

I have not been able to check this on my own because i have a problem in deleting participants as reported here:
