Hi. Typically a 'tracking' research project with the following circumstances:
1. The same survey questions;
2. Answered by the same person (same token);
3. Annually;
4. Require that each year's response by the same person to be saved and presented.

Is this possible?

first there is the iteration of surveys.
manual.limesurvey.org/Iterate_survey

IMO this is not exactly what you want.
But the easy way is:
Create your participants table.
There is a field "uses left" - default 1. Okay.
After a participant answered the survey this value is set to "0".
So next year - before the survey is started again - set this "uses left" again to "1".
There is the option "batch edit", where you can set this value of all participants.

We're connecting Limesurvey to our portal. Ideally, we'd like to allow our portal users to be able to automatically resend the same survey to the same participants without having to tell the admin to change the settings of 'Uses left' from 0 to 1 before doing so.

Appreciate any suggestions or guidance in doing so, or is it even possible at all?

Okay, there is the option to change this value directly in the database.
Just add this option to your portal that the field "usesleft" is automatically changed in table "lime_tokens_[SurveyID]"
