SMTP Issues with Office 365 and Shared Hosting

Hello,

We have recently installed LimeSurvey on a GoDaddy Shared Hosting Plan with Linux cPanel. Our business also uses Office 365 E5 (separate from GoDaddy services). We are trying to connect to our email account using SMTP but we keep getting an error:

Code:
2018-11-08 02:04:54 SMTP ERROR: Failed to connect to server: Connection refused (111)<br>
SMTP connect() failed. https://github.com/PHPMailer/PHPMailer/wiki/Troubleshooting<br>

Our SMTP Settings are as follows:
Code:
SMTP Host: smtp.office365.com:587
SMTP Username: (email address of O365 Account)
SMTP Password: (password of O365 Account)
SMTP Encryption: TLS

We have tried the following:
  1. Change O365 password to simple characters & test login externally of LimeSurvey
  2. Ensured Remote Mail Exchanger was enabled on GoDaddy Hosting
  3. Tested port 25 instead of 587
  4. Added the IP Address of the Hosted Server as a Connector in O365 Exchange Admin Center
  5. Verified email can be sent/received by the account we're attempting to connect with
  6. Ensure 2FA was disabled so an app password was not required
  7. Confirmed that mail could be received using regular PHP Mail Settings instead of SMTP (goes to Junk)
  8. Tried using SSL encryption setting instead of TLS
  9. Spoken with GoDaddy Technical Support to ensure there were not other issues inhibiting the connection


Does anyone have any advice on other things we might try to resolve this?

Office 365 are a dumb smtp server … authentification is broken.

You need to set whole email to the smtp user … must update admin email on all your survey‘s

Assistance on LimeSurvey forum and LimeSurvey core development are on my free time.

GoDaddy can be pretty "broken" too. I still wouldn't rule out an outgoing block on the php scripts trying to connect to smtpserver outside GoDaddy's network.
