is it possible to load plugins in a specific order?
can plugins depend on others?

2017 is not old. Developing surveytools is not a hot topic ;-)

No progress. Will change, when installing plugins will get easier and more plugins catch interest.

The awareness of the priority order is there, but it is no high priority on the development roadmap.
