loading ltr css instead of rtl

Hi,

Limesurvey version 2.52.

I'm using rtl designed surveys and the survey languages is defined accordingly.
A problem I encounter (not consistent) is that the survey loads the "flat and modern.css" instead of "flat and modern-rtl.css"
and its scrambling the radio buttons with their labels...
Usually if I'm refreshing the page the right page is loaded.

Is this a known issue ? does anyone can point me to where should this bug lays?

If the language of the survey is rtl, then the rtl css should be loaded.
Please, open a bug report and join a lss file so we can fix it.
