I want to send email invitations to a survey (using a model) to a list of users without the use of tokens.
The reason I need this, is because I want that users that already answered to the survey can share the link to others.

2 solution :
1) for each token add Uses left to 10000 (for example), then each token can be used 10000 times.
2) create token table, send your invitation, delete token table (you can repeat this process).
