Can I create or customize new question type in lime survey? For Example I want to create question type for thermometer scale in one survey?

There is different way to do that:
- Plugins (hard)
- JavaScript (probably the best)
- Eventually view override to change the HTML of a question.

If you don't have code skills, the best for you is to ask to one of the LimeSurvey partners:

Vertical sliders are available out of the box in LS 2.5x. Then it should be a simple matter of modifying background images.
