That is true, could you share your experiences on Nginx, like nginx.conf or any other things, I have no idea about this problem after half a day to deal with it.

you probably just forgot the recursive change of rights : -R

chmod -R 777 /usr/local/limesurvey

I finally found this was an selinux issue for Nginx.
Check:
Change it temporary:
Change it:
set
in /etc/selinux/config and then restart CentOS.
