I have just tested
the downloads from the workaround section
again on the latest version of LS 2.06 and it works fine for me.
Are you sure you've assigned the correct template?
Unfortunately, without access to a live version of your survey, we can't debug anymore.

100 % sure.
however, to build my local database and server I used Wamp instead of Xampp. As the version with Xampp did not want to work.
I downoaded Wamp and than I have installed the Lime Survey on the server created by Wamp.
Is it possible that this is an issue?

No, I doubt it. This is a purely client-side (JavaScript & CSS) workaround. I'm afraid I'm out of ideas.

Had the same problem with my local installation and viewing with Firefox. Until I noticed that it was working when viewed with Chrome, which made me realize it's Firefox's strict origin policy that prevents the template script from loading, because you're trying to access the script from your hard drive. You can disable the strict origin policy in Firefox's about:config for local testing. When running limesurvey on a server you will not get this problem.
