Error saving results

I have a problem and can't find the solution in any topic or forum.
I use panel integration with one URL Parameter that is saved in a hidden question.
I set "Enable token-based response persistence:" to YES
The process:
If I click on the link and open the survey first it works fine.
Than I don't start it (don't answer the first question and click on the Next button, so I stay at the welcome page) and close it
After that if I click on the link it collapses:
Have any solutions?
