I am wondering if it is possible to send emails to all participants, but with the token feature disabled.

Well actually, this is possible.
Step 1: in your survey: General settings > Publication & access control > List survey publicly: No
Step 2: Define your own email in your preffered email client and past the link to your survey in the mail
Step 3: send out the mail
Disadvantages of this approach:

Disadvantages of this approach:
- Anyone that has the URL will be able to fill in your survey
- You cannot determine whether the responses are from people that you have invited or from people that have "found" the URL
- people may fill in several times the same survey
- ... several other disadvantages, brainstorm needed

Sure, you can use another email client but I assumed the question was "Can LimeSurvey send emails to all participants...".

I guessed so, and I do not think that my solution is something that is of use to many people, but sometimes going out of the LimeSurvey box may present a solution...
