I see that I can create a new survey and groups as well as setting the properties of an existing survey question; however, how do I specify a new question via LSRC2?

I would expect to see a function like "add_question", but none exists. For the sake of argument, let's assume that importing an existing question is not possible and that there is a front-end where the user specifies the question parameters. The only "problem" is how to convert those parameters into a valid LS question via LSRC2.
