Can LimeSurvey be used as a form building software? (

LimeSurvey is not offering features I would expect from a form building tool.
But depending on your needs (show us an form example and explain what kind of forms you're looking for), you might can get along with LimeSurvey.

For me, in my opinion : yes.

But what you mean exactly with “building tools” ?

Assistance on LimeSurvey forum and LimeSurvey core development are on my free time.

To get an idea, what is meant, take a look at tools like Jotform (not opensource, SaaS).

An important feature is to arrange form elements in blocks.
LimeSurvey is not able to create a contact or order form, which has a condensed layout and different form elements in different positions (you might use a lot of workarounds, but not out of the box).

I would check addons of CMS. They often allow at least selfhosting.
E.g. Drupal 8 and Webform www.drupal.org/docs/8/modules/webform/webform-introduction

jot blocks are just question themes.
The fact is that we would need to add to LS classical question theme such as "Name + Surname", "phone number", etc

LimeSurvey might be a developer framework to get this done. But not a form builder.
I don't see how JotForms is just another questionstheme in LS from a Enduser point of view.
The jotform examples are the LSS-exports, not the questions themes. If we want to have an analogy between these two tools.

A simple form might look like this.

How much effort would a tool take to get this done?
Where would LimeSurvey range?

Just the form, not the integration. That is an important part (IFRAME vs. JS, distributed question blocks vs. monolith), but let's keep it simple.

means:
